Record and Submit the Energy Consumption Data

Pursuant to Section 11 (2),  (3) and Section 22 of the ECP Act 1992 (B.E.2535) in combination with a Ministerial Regulation Re: Criteria, Methods and Timeline in Recording and Submitting the Energy Conservation Data 2004 (B.E. 2547),   has required the owner of designated factory / building shall submit the data on energy production, consumption and conservation to DEDE in the Form Bor Por Ror 1 for designated factory and Bor Por Or 1 for designated building that be countersigned by  PRE to endorse the rightness of such the data.  The criteria, methods and timeline are stated as follows.

        1.  The factory owner shall submit the data on energy production, consumption and conservation in the Form Bor Por Ror 1 affixed at the end of the Ministerial Regulation Re: Criteria, Method and Timeline in Recoding and Submitting the Energy Conservation Data 2004 (B.E.2547).

             As for building, the building owner shall submit the data on energy production, consumption and conservation in the Form Bor Por Or 1 affixed at the end of the Ministerial Regulation Re: Criteria, Method and Timeline in Recoding and Submitting the Energy Conservation Data 2004 (B.E.2547).

        2.  Submit the monthly data from January to June within July of that year, and submit the monthly data from July to December within January of the following year.  The data shall be endorsed by PRE for the correctness.

         If submitting the data as stated in Para 1 by mail post, do submit by a register mail with a reply request and to count the date registered as a data submission date.  In case the data sent by facsimile and later on the owner of designated factory / building had submitted the Data Submission Original Form (Form Bor Por Ror 1 or Form Bor Por Or 1) within 7 days counting from the due date of Data Submission required by Para 1, do count the facsimile date as the submission date.  In case of data submitted by electronic mail in form of entering a password (confidential code), do proceed by pursuing the e-business law and when to be used or what date to be counted as submission date will pursue the requirement in  DEDE Notification ( at present, DEDE has not yet officially announced but the designated factory / building can submit via E-Form as for a readiness preparation before an officiall notification)

        3.  The owner of designated factory / building shall manage to record the data on energy consumption, installation or change of machinery/ equipment affected to energy consumption and conservation in the Form:  Bor Por Ror 2 or Bor Por Or 2 affixed at the end of Ministerial Regulation Re: Criteria, Methods and Timeline in Recording and Submitting the Energy Conservation Data 2004 (B.E. 2547).

       Recording the data pursuant to Para 1, shall record monthly and be endorsed by PRE for the data correctness at each month.

Punishment Chapter for Violators

         1. Any owner of the designated factory / building did not submit the data on energy consumption and conservation in the Form Bor Por Ror 1 and Bor Por Or 1 to DEDE shall be fined at not exceeding  100,000  baht  ( Section 56).

         2.  Any PRE did endorse the correctness in the Form   Bor Por Ror 1  and  Bor Por Or 1  and did supervise in recording the data in the Form   Bor Por Ror 2  and  Bor Por Or 2 as fraud shall be imprisoned for not exceeding one month or shall be fined at not exceeding  50,000 baht  or  both  (Section 57)
